Licensed is not deployed. A record here means the holder may transmit on those frequencies in this county. It does not mean a tower near you does.

Licences are bigger than counties. Most are issued for market areas (CMA, BTA, BEA, PEA and others) and mapped down to the counties they cover, including partitions.
